Open →Under the Construction Regulations 2014 (issued under the Occupational Health and Safety Act, Act 85 of 1993), a principal contractor must produce a documented health-and-safety plan for the works. Safe-work method statements and a hazard identification and risk assessment (HIRA) are core parts of that plan, and they are routinely required as returnable documents in public- and private-sector tenders.

Where these documents sit in the health and safety system
The Construction Regulations 2014 set out a chain of documents. The client prepares a health and safety specification for the project. Each principal contractor responds with a health and safety plan based on that specification, and appoints and manages its own contractors on the same basis. Risk assessments must be done before work starts and kept up to date as the work changes. Where people work at height, a fall protection plan is also required. The resulting records make up the health and safety file, which must be kept on site and made available to inspectors.
Larger projects need more. A construction work permit must be obtained from the Department of Employment and Labour before work starts on projects above the thresholds in the regulations, and the client must appoint a competent health and safety agent on those projects. Making a generated document fit for site
- Name the actual task, location and sequence. A method statement that could apply to any site will not satisfy a careful client or inspector.
- List the plant, equipment and materials that will really be used, with any certificates or inspections they need.
- Name the competent people: the supervisor, the person in charge of the task and anyone with a specific appointment.
- Rate each hazard before and after controls, and make sure the controls are things that will happen on the day.
- Have the documents signed, communicated to the workers in a toolbox talk, and reviewed when the work or the conditions change.
