A well-documented driver is materials logistics: relatively few construction materials are produced locally, so bulk loads made in Gauteng are broken down and trucked to the Cape, adding transport cost and markup — a point made by the Western Cape Property Development Forum. Higher labour costs, stricter site controls, land scarcity, energy costs, and municipal approval delays compound the pressure, while strong demand from semigration and corporate entrants keeps the market tight.
