Based on Setout’s estimate model, building a office building in Cape Town costs roughly R 12 091–R 27 120 per m², with a typical rate around R 16 950 per m². Here’s how that breaks down, and how we calculated it.
A worked example
A 800 m² office building at the typical R 16 950/m² works out to about R 13 560 000 for construction. Of that, labour is roughly 27% (~R 3 661 200); materials and plant make up the rest.
Building in Cape Town
The Western Cape is consistently one of South Africa's higher-cost provinces on published industry estimates. A well-documented driver is materials logistics: relatively few construction materials are produced locally, so bulk loads made in Gauteng are broken down and trucked to the Cape, adding transport cost and markup — a point made by the Western Cape Property Development Forum. Higher labour costs, stricter site controls, land scarcity, energy costs, and municipal approval delays compound the pressure, while strong demand from semigration and corporate entrants keeps the market tight. Cape Town is where soft costs — approvals, holding, logistics — matter as much as the building rate itself.
What drives the cost of a office building
Office cost is driven by services and specification rather than structure. Air-conditioning, IT and data cabling, lighting, ceilings, and the fit-out (partitioning, joinery, finishes) make up a large share of the rate, and a prestige-grade office runs well above a basic one. Parking — structured or basement — is a major separate cost. Whether the number is for shell-and-core or a full fit-out matters enormously: a developer's shell rate and a tenant's completed office are very different figures, so it's important to know which is being quoted.
How we calculated this
AECOM 2025/26 base rate for Office building (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Western Cape provincial factor (×1.13), derived from ooba's provincial build-cost table with Gauteng set to 1.0. Figures are planning-stage estimates, not a quote or a survey. Labour assumed at 27% of total (typical 25–30%). Excludes land, professional fees, VAT, and municipal contributions.

Questions
- How much does it cost to build a office building in Cape Town?
- Based on Setout's estimate model, roughly R 12 091–R 27 120 per m² (typical R 16 950). For a 800 m² office building, that's around R 13 560 000 for construction — excluding land, professional fees, VAT and municipal costs.
- Does an office cost include the fit-out?
- It depends what's being priced. A shell-and-core rate covers the structure, envelope, and base services; the tenant then pays for the fit-out — partitions, ceilings, finishes, workstations. A fully-fitted office rate is much higher. Always confirm which one a figure refers to.
- Why is building in Cape Town priced this way?
- Cape Town is in Western Cape. Our model applies a provincial cost factor to a national base rate to reflect local labour rates, material transport, and market demand. - What is not included in this estimate?
- The rate covers building work and materials only. It excludes the land, professional fees (architect, engineer, quantity surveyor), municipal connection and contribution charges, VAT, and any abnormal site or foundation costs. For a tender-ready figure, price the actual Bill of Quantities.
